Harlow is located in northeastern Eugene, in between Cal Young, Fairmount and downtown. There are both commercial and residential areas of Harlow, with shopping and dining centered around Coburg Road and residential neighborhoods to the periphery of the area. Harlow is also close to Gateway in Springfield and a short drive from Valley River Shopping Center in Eugene. The population of the Harlow Neighborhood area is 11,754, accounting for 7.3% of the population of the Eugene area. There are several parks within, or near Harlow including Alton Baker and Skinners Butte Parks. The portion of the bike path that runs through Harlow, which runs along the Willamette river and through Alton Baker Park, is one of the most beautiful in Eugene and is a great place to spend time with family and friends. Harlow is also the closest neighborhood to Autzen Stadium, home of the Duck's football team. Autzen Stadium has undergone several recent renovations and now has a capacity of 54,000. It is known as one of the loudest stadiums in the nation and ESPN's Lee Corso was quoted saying “Per person Autzen Stadium is the loudest stadium I have ever been in my entire life!”.

The Harlow Neighborhood area is part of the 4j school district. It is serviced by Washington and Willakenzie Elementary Schools, Monroe Middle School and Sheldon High School. Lane Transit District has several regular routes throughout the Harlow area, and Beltline Road borders Harlow to the north, making it easy to access all of Eugene.
